Replacement of a card for a permanent residence permit of an EU citizen
If you are an EU citizen with a permanent residence permit and still hold an old type of permanent residence card, you are obliged to apply for a replacement of the card.
Who is obliged to apply for the card replacement?
The obligation applies to all holders of the original type of permanent residence permit card. For holders of this card, it is necessary to apply for a new card that conforms to the current legal form.
How and where can you apply for a replacement?
You can apply for a replacement of a permanent residence permit for a European Union citizen in person at a Ministry of the Interior office.
You can also send your application by post, by data box, by e-mail with a guaranteed electronic signature or submit it through an authorised representative. In these cases, you will have to appear for the issue of a new card in person.
What is the administrative fee?
There is no administrative fee for the replacement.
However, this pays only for a card replacement stipulated by law, not for its extension. If your original card is no longer valid, you will be asked to pay an administrative fee of CZK 200 in the form of stamps.
What is the time limit for processing?
Usually on the spot, in exceptional cases up to 30 days.
PROCEDURE WHEN SUBMITTING AN APPLICATION FOR THE REPLACEMENT OF A PERMANENT RESIDENCE CARD:
1. Prepare documents meeting formal requirements (documents)
For the application you will need:
- Form
- Original proof of permanent residence permit
- Travel document – if you send the application by post, a simple copy will be enough, the original will be presented when you collect the permanent residence permit card
- 2 photographs

2. Fill in the application form
You can fill in the application form online. Then print and sign the completed application.
You can also download, print and fill in the blank application form by hand – it must be filled in legibly, in block (capital letters) and in Roman characters. You can also collect the forms for free at the offices of the Ministry of the Interior.
3. Send your application or make an appointment at a Ministry of the Interior office
You can submit your application at a Ministry of the Interior office, send it by post, data box, e-mail with a guaranteed electronic signature or submit it through an authorised representative.
If you want to submit the application in person, book an appointment in advance online or by phone. Booking your appointment in advance saves you time, but making an appointment to visit the workplace is not a necessary condition for submitting an application – without a prior appointment, you will be attended in the normal order. For applicants under the age of 15, the application must be submitted by a legal representative (most often one of the parents).
4. Come to the office of the Ministry of the Interior
If you apply in person, based on your request the Ministry will usually issue you with a new permanent residence permit card on the spot. If you are not going to process the application in person, wait for the ministry to process the application and attend the issuance of a new card when prompted. Biometric data collection is not included in the procedure.
