Rules for using of the Internet Appointment App for Foreign Nationals

General

  1. The App: Internet Appointment App for Foreigners (hereinafter the App) is a service of the Ministry of the Interior for foreigners (according to Section 1(2) of Act No. 326/1999 Coll.), who have a permit for long-term residence, permanent residence, temporary residence for a family member of an EU citizen, or else a visa for a stay over 90 days including a D/VR visa issued for the purpose of collecting a residence permit and a certificate of temporary residence for an EU citizen.
  2. The App is available to persons over 15 years of age according to Section 178 of Act No. 326/1999 Coll. If a person is under 15 years of age, all operations must be performed by legal representative.
  3. The App can be downloaded via the link on the Ministry of the Interior official website (www.mvcr.cz).
  4. The App cannot be used without a valid e-mail address. Every user must have their own unique e-mail address and use the App through just one e-mail address. One e-mail addresses must not be used by multiple users.
  5. The App processes and saves the user’s personal data to the extent of the authority’s legal competence. The App also processes and saves user contact details such as the e-mail and phone number declared voluntarily by the user.
  6. In the event of unusual events (e.g. technical fault) the App administrator reserves the right to cancel the appointment and/or block access to the App.
  7. The App administrator also reserves the right to block access to the App or suspend its operations in the event of security violation of the App or of the user’s personal data.
  8. Specific IP addresses used to register into the App may be also blocked for reasons stated in item 7.

Registration

  1. User registration is essential for using the App. The user must enter their full contact details: surname, name, date of birth, nationality, travel document number, travel document expiration date, the county or municipality where the user has their registered addressin the Czech Republic, e-mail address and a personal password. A Czech telephone contact number is optional (a telephone number registered in the Czech Republic with the international area code +420).
  2. By entering personal data mentioned above and ticking “I agree with the terms and conditions of the App Internet Reservation App”, the user agrees with the processing and saving the said contact details by the App administrator and the Ministry of the Interior. Such consent is granted voluntarily by the user. The personal data provided will be used exclusively for the purposes of the App and for contacting the user by the Ministry of the Interior information service. Personal data will be further used in the extent of the authority’s legal competences according to Act No. -326/1999 Coll. /The App administrator is bound under Act No. 101/2000 Coll. on personal data protection when processing personal data.
  3. The registered personal data will be crosschecked with the data registered at the Foreign Nationals Information System. This is why it is essential that the registered data correspond with the data provided by the user to the Ministry of the Interior or the Ministry of Foreign Affairs when applying for a residence permit (visa). The data must be entered using the Latin alphabet, exactly corresponding with the data on ID page of the travel document currently registered with the Ministry of the Interior. It is not possible to register a user without a travel document registered with the Ministry of the Interior. When registering the name and surname we recommend you not to use any accents; if in doubt, you will find these details in the machine-readable zone of the travel document.
  4. Personal data may not be changed after registration, with the exception of: the county or municipality of registered address in the Czech Republic, e-mail, password and the optional telephone contact number.
  5. By entering their own personal data, the user declares that all registered data are correct and true. Otherwise the user may be banned from using the service.
  6. During registration, the user acts exclusively on their own behalf. Registration by a third party is not permissible. Unauthorised use of the personal data of another person for registration may be considered illegal. In this case, the investigation will be passed on to the relevant authorities, such as the Police of the Czech Republic. 
  7. If you suspect a breach of personal data security by another person, contact the App administrator or the Ministry of the Interior personally or in writing.
  8. In the event of unsuccessful validation of registered personal data, the entered personal data remains in the App administrator’s storage and the potential validation may be performed by an employee of the Ministry of the Interior at OAMP offices at the request of the user. Until then the foreigner may not use the service. For booking an appointment at the OAMP office, the foreign national may use the reservation phone line. 
  9. The registered user obtains their own account within which he may use the App’s services, manage their account or access an overview of their appointments and actions taken. 
  10. The account may be cancelled by submitting a written account cancellation request in the App. Delivery is possible in accordance with Section 37 of Act No. 500/2004 Coll., e.g. by registered mail or in person at contact offices.
  11. The account also expires if 5 years passes since the user’s last login.
  12. The registered user may amend the information concerning their registered address in the Czech Republic no more than once a month. Furthermore, the user may change the answers to the questions in the registration form which affect the foreign national’s category status of “family member of an EU citizen” (according to Section 15a of Act No. 326/1999 Coll.) and/or the category of “Student” (residence permit for the purpose of studies according to Section 64 of Act No. 326/1999 Coll. for an accredited field of study of a university in the Czech Republic) cited during registration. The telephone contact number details may be amended without restriction. With every change, the user declares that the new contact details are correct and true. In other cases, the service may be restricted, meaning the user’s appointment will be deemed invalid.
  13. A registered user who has been successfully verified in the Foreign Nationals Information System may use the appointment service at the Department of Asylum and Migration Policy (OAMP) office. A list of OAMP offices appears on the Ministry of the Interior website and is constantly updated. Where “appointment time” or “making an appointment” appears in the following text, this always means making an appointment through the App. The following rules do not apply to making an appointment using a different service. 

“Making an Appointment” service

  1. The user is automatically assigned to an OAMP office based on their personal information provided. The appointment is not transferable to other OAMP offices. If the user makes an appointment at the OAMP office they may not be served at a different one at the appointed time.
  2. The user makes an appointment exclusively for themselves except for the case mentioned in item 24. 
  3. The user is allowed to make an appointment at one OAMP office and for one agenda for themselves and members of their direct family. This does not apply to non-direct family members. A made appointment is not transferable to another person.
  4. It is not possible to make an appointment using Power of Attorney. In the case of persons under 15 years of age, all actions are performed by their legal representative.
  5. The appointment times are binding. An appointment may be cancelled up to 48 hours before the appointment time. The user may cancel their reservation up to ten times in 90 days, where the time limit is counted retrospectively from the date of the last cancelled appointment. If the user cancels their appointment ten times, the next opportunity to book and appointment will not be permitted until 90 days from the date of the tenth booking cancellation. 
  6. If the user fails to arrive at the agreed time without cancelling it in the App or if the user is no longer able to cancel it (a period of less than 48 hours before the booking appointment), their booking appointment will expire. 
  7. If the user fails to appear for three appointments and wihtout cancelling in advance in the last 180 days since the last expired appointment, they will not be able to make another appointment for another 180 days from the last expired booking. 
  8. Every user may have up to 3 active (which have not taken place yet) appointments during a 60-day period. The 60-day period is calculated from the date of the first active appointment. The user will not be able to make any new appointments.
  9. For every successful appointment made, the user receives a generated unique PIN code. This is a combination of 4 numbers which the user needs to enter at the terminal or report to the employee at the appropriate office at earliest 30 minutes before the appointment time and at least 15 minutes after the appointment time (further information is available at the office). If the user comes any later, the appointment expires (read item 27 above). 
  10. When making an appointment, the user must also select an agenda concerning the problem they need to solve at the office. The agenda selection is binding and cannot be changed after filing the appointment request. If the user comes to the office with a case concerning a different agenda than they selected for their appointment, the appointment will expire and they must join the queue with the other clients present at that office. Their case will be dealt with as time and office capacity allows.
  11. The user may only choose one agenda but if the nature of their case allows it, other agendas may also be dealt with. A prime example would be a situation where the user makes an appointment for submitting an application for a permanent residence permit and, while this is being dealt with, the user may make a change of registered address in the territory at the same time.
  12. If you make an appointment contradictory to the rules listed above, especially stating incorrect and untrue information or arranging the appointment for another person, the appointment will be cancelled without provision of a new appointment time.
  13. The time specified in the appointment time is merely approximate, since the agendas are often complex and situations and administrative procedures are diverse, it is impossible to estimate the exact duration of the said agendas. The actual time of the appointment may be 30 to 60 minutes later than the appointed time or 30 to 60 minutes from entering the PIN code into the terminal at the OAMP office.
